UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent poll of municipal councils, English councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling playing fields and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of councils attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in Kent said its property management strategy featured the sale of a shopping centre in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities this week further found local finances being strained by the increasing figures of children and older individuals needing special educational assistance.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
